this is possible only if there is a Low Pressure Switch on the unit. Most residential units do not have those but it is possible. I'd look else where, such as thermostat for starters.
Hello BWOOD Check the thermostat FAN button is in AUTO position not ON position.That might be it .The relay is in the blower unit but they RARELY become frozen/welded stuck on.
Is your central air furnace or electric heat. Electric furnace sometimes have electric strip sequencer stick in the closed positions leaving on one strip of the electric heat. if the unit is cleaned and this smell is only when the condenser is on means the fresh air is open and this smell comes from outside . because the condenser fan is sucking air from condenser through it to motor side .
