resolder all the parts at the ABL. check the resistor for the CRT heater.

The fault is not a simple one as you thinks. It is related with automatic brightness limiter, called ABL; technically. The fault is related with the main system board, and only a skilled technician can locate the exact fault.

Resolder entire the video section first where the crt socket is located, look the vertical IC & System control IC for loose pins for solder. Check the ABL for open resistor and fault video ic located at CRT socket.

The normal crt monitor have a demo display when you unplug the vga cable to PC like this image below..
Note:
If the crt monitor green LED light steady and heater beam have light, the horinzontal and High Voltage supplied to tube is completely good. If you encountered this problem just focus on video section of crt monitor. But before you start... find the flyback transformer behind this they have two controls screen & focus. After you found it plugin the monitor use plastic precision or small screw philip driver for safety to high voltage at horizontal area choose screen control rotate it to clockwise direction follow this....
If the display responses or from dim to lighter 100% you have a problem to ABL find this at the bottom of horinzontal section near at flyback transformer pins trace the line of ABL for dried solder, open resistor if nothing happen find the Video IC at chroma section and replace it. follow this...

This problem is related to ABL control .
Trace ABL signal from Pin no 11 of flyback transformer.Mostlikely value for the resistor in abl line has gone high.First case reduse the G2 voltage and see if the unit works for long.
Second case its sure that its ABL problem.

Replace the capacitor and the resistor as well as the diode that feeds the b+ to the vertical IC.
