Yes your friend is telling you the truth. When you load up a game and choose the Multiplayer option you usually get a choice to go through Windows Live or LAN.

LAN is the option you need to choose to play on-line without having to sign in to Windows Live.
Be aware that only some games support this option.

This is unfortunately 'normal': an unmodified xbox can only play games made for the country (or 'region code') it was made for.

In order to play games from any region/country, especially from EBay or copied, you will need to get your XBOX 360 MODified: this service (e.g. Hardware Electronic modification) is offered by many technicians that can often be found at week-end computer fairs or Computer repairs shops. Make sure you get a quote before proceeding as the cost can vary enormously!

You are trying to play a PAL disc in a NTSC system. It wont work!!!! You can play any NTSC games and Blu-Rays in it... but not PAL.
