all the parts needed will be in the kit. usually, its the control valve and the jets that get replaced. my manual shows its the same part all units. HAXCNK0002

Yes, it is either the gas valve or the gas supply that is the problem. Can you check the gas pressure with a manometer? How old is the heater? Gas valves go about 10-15 years on average.

If it has been off for a while you probally just have to bleed the gas line out. Shut off the gas valve at the heater and then open the union at the heater. Turn the gas back on till you can smell gas. Shut it down and close the union then turn the gas back on and try it again.
