Probably parental controls enabled in Internet Explorer or a software or hardware solution that blocks certain websites. Could be the ISP or your router.
It could be that you are using a PC on a network that has a restricted access to certain sites or ranges of IP addresses. If you are using a network then contact the network administrator to assist you.
