Open the product, make sure first that it is not something stuck inside. If it is a belt, check with amazon. Just make sure that you have the correct model.

Check that the brushes are not jammed up with hair and fluff.
Remove the brush from the housing and clean throughly including the bushes/inserts and belt

I got the following when I searched the Hoover Manuals download page:

"We're sorry, we were not able to find any models when searching with "F6055-900". Please check the model number, and if you are still not able to find any results, contact our customer service department at 1-800-944-9200 M-F 8 AM - 7 PM EST."

I got the same result when I tried "Maxextract LS". Evidently your model precedes the construction of the Hoover manual database. You can try asking if they'll send it via e-mail (or a link to the manual); that should be less cost and hassle than having a paper manual copied and shipped.
