When that happens you must obtain a PUK code (Personal Unblocking Key). This can only be supplied by the network providerto either the registered subscriber.
If the SIM is a prepay credit SIM which has never been registered with the network provider, then the PUK code cannot be provided and the SIM card is useless. All data on it such as the phone number, pre-paid credit and any contacts stored on it will be lost.
