Check the cables, try a different monitor, try this monitor on another computer. This will isolate the problem. If it is the monitor, it is not worth fixing, usually. It is far cheaper to make things than to fix them. If it is the computer, a new video card can be installed.

SOURCE: what causes vertical lines on screen

They are static lines. They can be caused by a variety of reasons, damage to your monitor, damage to your vid card (perhaps it was got a little too hot?), ive seen this issue also with overclocked, try resetting to defaults if so. Also try reinstalling/updating your current display drivers. If you have an integreated video card it could be that your motherboard got hot and perhaps damaged it. If you have a spare vid card or something else you can hook up to try, and it still has the static lines, then it is your monitor for sure.

Permanent vertical line down monitor

The thin ribbon that connects the board on the back of the lcd screen to the front glass of the lcd screen got damaged.
It wraps around the top of the screen and is very thin and can be easily damaged.
May be from old age and heat at the top of the screen or it could have gotten hit at the top.

The cheapest way to repair this is to replace the lcd screen with a good used one because trying to find a shop to try to repair it would cost more than a new monitor.
It will change color with different colors and also if you push the screen at the top point. Don't play with pushing the screen too often as this may cause more to show up.
Sorry there isn't an easy fix to this.

Television has no picture

That TV uses the PTK195 chassis, and the fact that you see only a thin line for each color near the bottom of the screen tells me your vertical output IC has stopped working, and is putting a small DC voltage across the yokes. I have seen this caused by a defective vertical output IC and I have also seen vertical problems caused by a small CRT coolant leak which drips onto the main board near the vertical output IC. If you do not have experience servicing the PTK195 chassis than have a qualified tech handle it for you.
