Toshiba 46HM95 - when you go to turn it on, the red light blinks, then after a few seconds, the green liblinks and it shuts off. this continues. If I unplug tv and restart sometimes it starts ok.

I have the same exact problem...for a few weeks the TV would turn off and the red power light would blink. Then the other day I started having exactly the problem you describe...green screen for a few seconds and then total shutdown.

When the TV has been powered on long enough for the lamp unit to get hot, it may take several minutes for the picture to appear on-screen
in the following situations:
• When the Quick Restart™ feature is set to OFF and you turn the TV off and then on again within a few minutes.
• If the TV is on when a short-term power failure, power surge, or other similar power failure occurs, such that the TV loses and regains
power within a few minutes.
This is a property of DLP TV lamp technology and is NOT a sign of malfunction.
If this occurs, the green LED on the TV front panel will blink (and the red LED will be lit solid) until the TV is finished restarting the lamp
and the normal picture appears. If BOTH green and red LEDs are blinking at a one-second rate, you will need to turn the TV off and then
on again to restart the lamp.

Sounds like earth problem with your Electricity. Your tv think there is some kind of a short then go in to protection. If i am wright, when you touch the ground and some applience, does it shock a little bit, if yes im wright.
Had same problem after only 3 months, tech looked at it said had a power circuit problem causing it to keep cycling, they exchanged my TV. No problem since.
