This usually occurs if you are storing large amounts of data or photos within the database. In Acces 2003 the maximum storage size is 1.5 - 1.7 gig in 2007 & 2010 I believe it is 2 gig. You may have to convert database to one of the other release dates
Unfortunately the storage card isnt used for applications. There is space reserved in the rom for additional applications which you may have already filled. The 2G storage card is only for your personal media like songs or pictures and not for applications.
Sometimes there is a maximum size limit to the type of card it will read - the SD card cannot have a bigger storage capacity than the player itself usually
Mem cards are added as storage cards and do not add up to your iPaq RAM.
You can use mem cards to add up space to install applications. (ie. it is something similar to installing a new Harddrive on your PC). However the physical RAM of your iPaq cannot be extended.
PocketPC programs have small RAM requirements so your PDA's built-in RAM will suffice.
As far as the maximum card size if I understood your question right, if your iPaq comes with Windows Mobile v5 or earlier, it supports SD cards up to 2GB and perhaps some non SDHC standard SD cards up to 4GB. If you can upgrade to WM6, then WM6 supports SDHC cards, so you can install >4GB cards.
In my opinion there is no any limitation. I am pretty sure that you can use 1GB SD Card without any problems. Only thing that can happen is that access to your data can be a little bit slower.
