One or both of the drivers are broken, check the clutch on the top of the motor and the other one on the bottom of the beaker. You will find something there worn out or broken.

I agree it is the motor.

check to see if shaft is turning when cup is off if it is somthung is binding it

you have to have the top part on before you turn on the blender

Take the base off and check the motor for continuity.

Well the mal-function can be due to numerous reasons. You need to choke out each possibility one by one.
Loose Connections ( Check for all the connections to the circuitry and motor). Bad Starter Button ( Check for the button switching using a Multi meter). Bad Motor Winding (Motor bushes or winding can be the bottle neck).
Check for the quoted possibilities and you'll soon find one good reason for the mal-function.. Feel free to ask anything regarding the trouble.
