The manual says to mix it 100:1 if using Makita high performance oil or 50:1 using regular Makita 2 stroke oil. I'd go 50:1 with non Makita oil too.

You can check the coil to see if it is open with a multi meter set for Ohms. However, If the insulation of the coil is breaking down your meter may not be sensitive enough to detect this failure. You would need a Z meter to Identify problems and the value of the coil. I believe it would be in you better interest to go to an auto parts store and buy a test plug which is no more than a spark plug with a ground clip on it. You can remove the plug wire on your saw and connect it to the test plug. When you try to start the saw you should visually see a spark from the test plug. If you do then your plug should ignite the fuel. If you do not then you will need to check the plug wire and the input to the coil.

MaKita DPC 7311 Saw, how do I get a piston in cylinder when replacing with a new one & ring ?

Provided the cylinder is sized for the piston and you have the correct rings, you need a ring compressor. If the cylinder slides over the piston/rings be sure to get a ring compressor that allows you to get the compressor off when the rings go into the cylinder. You can't use too much force to get the rings into the cylinder or you'll break the rings and have to start over. An auto parts or small engine shop will be able to get you the tool.

I have a Makita DPC 7311 saw with 80 lb compression and good spark, but it won't fire - not even a pop. What's my problem?

Give a squirt of starter fluid into the carb after you've taken off the air filter. If it runs for even a second or two, it's carb/fuel related.

My makita dpc7311 has no spark, replaced plug, coil, flywheel, what else can it be

Check the ground wire from the coil all the way to and including the contact point at the choke switch. I've encountered a couple where insulation was worn off or the wire was pinched and making contact with the head, carb or other metal part and grounding out the coil.
