The fan should be a standard 12v DC computer style fan , test that you are getting voltage to the fan connector . You should also be able to get the fan to run by connecting it to a suitable supply . Once you have eliminated the possibility of fan failure then it gets more involved.

The unit is having a damper control issue. In the back of the refrigerator there is an assembly that is in the center at the top. It connects to the freezer side. The damper is broken, cracked or has an obstruction. Check this and see if it is the problem.

SOURCE: GE Monogram Built-in refrig has blocked evaporator drain.

You should be able to see the drain under the coil. Part 804 on this diagram. Your drain tube may be stopped up with ice at the upper end because it drains too slow because it's stopped up at the lower end in the evaporator pan under the unit at the floor. It can get dust and mold in it. Once you get the ice out at the top a little pressure with a turkey baster will usually clear it out. Flushing it out with hot water and clorox may help.
Make sure it drains quick enough to prevent refreezing.

Probabilities:
1. Main board, most likely
2. And/or evap. fan motor less likely.
3. Defrost heater, less likely
4. Evaporator thermister, unlikely, but possible
Try defrosting it for 24 hours (by unplugging) and see if it helps.

Evaporator fan works sometimes

by the sound of it , i would get a new evap fan,
as the power to the fan is switching on - thats why
you can flick it and get it running, the power is there.
it is a common problem with evap fans.

GE fridge: Freezer working but fresh food side not cold

The problem is the refrigeration evaporator, located in the freezer section is blocked with frost and ice and not air can pass through it. Four different failed parts can cause this problem. The defrost timer, the defrost heater safety thermostat, the defrost heater, or the evaporator fan motor. Unless you are very good with a volt-ohm meter, it wiil be difficult to distinguish which one of these parts has failed. A qualifed refrigeration service tech or a good appliance service tech with a refrigeration certification can find this quickly.

GE SIde By Side - No cold air on the freezer side.

Do you hear fan running in freezer? Should be on when you hear that external fan. If not, you may need an evaporator fan motor. Also check board in back for burned resistor. May need to replace both.
If that fan IS running, remove lower rear wall of freezer and inspect the defrost heater. It's at bottom of coils. It has a wire leading to both sides. Remove with 2 screws and check for continuity. If open replace defrost heater. This is a common failure on these.
