Drain valve does not open - Champion Dishwashers

Yes, the Samsung washing machine model WA12VP has a drain pump. The drain pump is responsible for pumping water out of the washing machine during the draining stage of the wash cycle.

Drain a tank:

1. Shut off power at the electric panel and post a sign warning others not to turn it on.
2. Close the cold-water supply valve and open a hot-water faucet somewhere in the house (to speed draining).
3. Attach a garden hose to the drain valve and run it outside the house.
4. Open the drain valve and allow all water to drain out.
5. To refill the tank, close the drain valve tightly and open the cold-water supply valve. Also open a nearby hot-water faucet. When a steady stream of water flows from that faucet, the tank is full and the faucet can be closed.
6. Once the tank is full, turn the electrical power back on.

Test and replace a relief valve:

1. Lift the spring lever on the valve to fill a small cup. Check the cup for sediment.
2. If no water spurts out, or if water continues to drip after the valve is released, replace the valve.
3. Cut power at the electric panel and post a sign warning others not to turn it on. Close the cold-water supply valve.
4. Drain a few gallons of water from the tank.
5. Unscrew and remove the discharge pipe if used.
6. Loosen the relief valve with a pipe wrench, then remove the valve by hand.
7. Apply pipe tape to the threads of the replacement valve and screw it into the tank by hand. Tighten it with a pipe wrench. Screw the discharge pipe (if any) into the valve outlet.
8. Refill the water heater and restore electrical power.

Problem is not clear.

What kind of shut off is normally located down near drain valve on electric water heater?
If you have gas heater, you can normally just rotate knob to pilot to shut off burner.
If you are draining electric water heater, normally you turn off circuit breaker, attach garden hose to drain valve, open drain valve by turning counterclockwise, open TP valve or open bathtub faucet, and then water drains out.

One thing you might try is to shut off power or turn gas valve to pilot,as you didn't say if it was gas or electric. Hook up garden hose to drain valve and run hose to floor drain or sump basin. Shut off water supply valve to heater. Open drain valve and if you get a decent flow then let it drain tank about half way. If flow rate drops drastically then open hot side on faucet nearby to break vacumn.When you think tank is about halfway drained then shut off faucet if you opened one and close drain valve. Turn water supply valve back on and let tank refill. When it is full leave supply valve on and open drain valve and let water flush thru system for several mins. Close drain valve and run water on both hot and cold side of faucets fartherest away from heater as possible. Close this faucet
Turn tharmostat up as high as it will go and let heater run till it shuts off then return thermostat to original setting. Go through the drain and flush procedure a couple more times and this shold help break mineral deposits loose and flush them out. Grab a cap from the hardware store to stop it on the cheap. If it it is a brass drain valve you may be able to get away with draining the tank and replacing the small washer inside. Replacing the drain valve will be the ultimate solution.
Turn off the power on and electric or shut the gas valve to its off position.
Turn the water supply off above the tank or at the house main.
Connect a garden hose to the drain and open it all the way.
Open the safety valve on the top or side of the water heater to allow air in the tank so it will drain faster.
Unscrew the old drain valve with a pipe wrench.
Wrap plumber's teflon tape clockwise around the threads of the new drain valve and screw it into the tank by hand.
Tighten the valve with your pipe wrench until it is facing down at a 45 degree angle.
Close the safety valve.
Turn the water back on.
Open a faucet or two in the hows to let the air out of the tank while it is filling.
Turn the power or gas back on ONLY after the water heater it filled with water.

The drain valve/pump is struck or clogged with dirt so that it is not shut. So remove from the bottom the drain hose to get the valve out , check if the valve is working after cleaning with an external voltage as it will open & close. If not the valve must be changed.
It is also possible that the program controller can be short in the drain output and is constantly keeping the valve opened. So release off power in the first place to confirm and if still the water drains we have the culprit.

If you are refering to the "Dripping coming from the preasure tempature valve,Then just turn off the valve where the water goes into the heater and open the P/T valve with a bucket below it draining only emought water to get below the level where it reaches.     Normally the drain valves are plastic with a Male hosebib attached.  Attach a  garden hose to the rain and run it out to a point lower that the vaslve in order for gravity to drain the tank.The valve opens counter clock wise. If the valve is stuck or does not drain,and you have a foor drain handy,remove the whole valve and replace it with a boiler drain valve.  If The tank is located below the drain level then you will have to either pump or carry the drain water to the higher level.     Replace the P/T valve  and reinstall the associated associated piping. I would use tefelon tape on the P/T pipe theads.    You may have to open a hot water faucet in order for the air to replace the water in the tank ,in order to drain.
