Part of the documented procedure for installing Windows on a Mac is to insert the gray Apple system installation disc in the optical drive during one of the earliest boots of Windows. This disc contains drivers for the Apple-brand devices in the computer, which include the network interfaces. If you do not install these drivers, Windows will have no idea how to run those devices.

Your best bet beyond maxing out memory will be upgrading to an SSD. Depending on your operating system and versions of installed software, try using a program like XSlimmer to remove any powerpc files included in universal bundles.
