First of all, check if there is any audio device connected to the receiver. If there is, check if the audio device is turned on and the volume is correctly set.If the receiver does not have any audio device connected, then you should connect the antenna and try again.

If the MUTE is right next to the TUNED, it means the FM is muting inter-station noise until you tune a station strong enough to produce good audio. This has nothing to do with speaker MUTING.
Find FM Mode (page 14) and change it to Mono. Then you will hear the noise between stations until you find one strong enough. Install an anenna (page 3) and you might get strong enough signals to return the mode to Auto.
