An ice maker has 3 basic tasks:
1. Call for water.
2. Freeze.
3. Harvest.
Then the cycle repeats. There will always be some sensors that determine timing of those tasks. Home units usually have a bin level sensor (often an arm that's lifted as the bin fills) that can be locked in the up position to disable the ice maker.
If it's calling for water but not freezing, make sure the condenser is clean. (Sometimes they look clean but are plugged in the middle.) It has to get down to nearly 0 degrees to efficiently make ice, if it's not getting cold enough you may need a tech to figure out why.
If there's ice in the tray but it's not harvesting, clean the tray, hard water deposits can make the cubes stick in the tray.
