I would check the easy solution first. Servers have redundant power supplies. Make sure that all power supplies power cords are connected to the power outlets. I have seen a similar problem when one of the power supplies was not connected to the AC power source.

No solution, mine does the same exact thing but blinks orange five times. I got an error message that said click to fix it. I did it and the computer tried to reset itself but simply died. With brick cord out...nothing happens. Same with battery same with power cord in. The battery was fine.
It may have died during a forced windows update.
I hope someone comes along otherwise it's "buy a mobo" and buy a battery and so on....
Had the same thing happen to me today and in my case it was a code 18 as they come... It started while I was installing a video card adapter for a dual monitor setup. The solution - I had to simply close the side panel I had left open for testing and then reboot the server. The intrusion alarm went off.
the DC power jack is probably broken and not allowing the battery to charge properly, so even though the laptop if physically connected to the power cord, thats as far as the power is getting. And because the battery is dead and not charging thats why your getting the blinking light.
the only blue light that i know blinks is the Kmart blue light special .. we need model of things you're working with to properly diagnose. is it external drive ? with a blue light blinking ? is it connected in usb ? sounds like if its external drive with blinking light could be bad hard disk or bad controller card inside that translates ide to usb.
