please check the pc drum, if there is also a mark in same location, then you have to replace pc drum, if not, take a look at transfer belt, same options, if TBU is also clean, then see fusin unit rollers.

I've found these smudges to be caused by a build up of toner on the edge of the drum. Carefull cleaning with a lint free cloth sometimes cures the problem.
This model also has a transfer belt, that could also be the cause of the problem.

Check the paper path to ensure that there is no spilled toner anywhere.
Take a look at the toner drum and make sure it is clean and there is no toner leaks.
Rotate the drum with a finger (take it out of the printer) and make sure that it is not dameaged or dirty.

Check the fuser (Hot Part) if there is lever for that section ensure its in the proper positon. The toner is not being fused to the paper (whch is done by heat and preessure in the fusing section. That is why the toner is smearing all over the paper. Any codes on the control panel? What model machine?

I'd certainly be swapping the fuser first although I know how expensive they can be and what a pain they can be to get at. You've tried everything else I would start with and as the text is smudging I'd certainly be testing the fuser next. Scott.
