Most monitors just Snap together and just have a few screws in the back. You should be able to just use a screw driver and gently pry apart the case of the monitor where the button is stuck. This should allow the button to pop back up.
If that does not work, you will have to dissemble the monitor, Once disassembled you should see a little board on the inside where the button is on the outside. There will probably be a few screws holding it in. Remove these screws and take the board out. Press each button on the board and see if they "click" if you get a good tactile response from then then we can move on to the next step. If one of them does not give a good tactile response then the button its self is bad.
If all the buttons on the board DO have a good tactile response then, Look at the case were you just removed that board from. You should see a piece of plastic that has all the buttons attached to it. Do you see one that is pop'd up? If so then press this back down. If it feels grimy like it has something preventing it from moving smoothly you may want to take some 70% alcohol and clean the button area. This should solve your issue.
