I use a clear silicone tube to carefully prime the carts by sucking a
dab of ink out of the tiny print holes before installation. I am
careful to have a tight seal at the holes to prevent getting too much
ink and possibly getting it in my mouth. Make sure each color appears.

If your printer has 3 colored ink cartridges, your cyan (blue) cartridge is empty. Replace it with a new one. If your printer has just one colored ink cartridge, the blue section of it is empty. Replace the cartridge with a new one. You'll find the correct cartridge (normally a number) in the owners manual and/or on the cartridge itself. See the owners manual for instructions on where the cartridges are located and how to replace them.
Something may have gotten stuck in the blue ink and clogged it. If the cartridge is new you may be able to send it back and get it replaced, If not you may just be out of blue ink.
This sounds like a blue ink cartridge failure or a clogged blue ink nozzle. If you have cleaned the nozzles, I would try another blue cartridge. if this does not solve the problem more aggressive cleaning may be required. Let me know and we can go throught the process. Thanks.
