You can uninstall it by clicking Start, then Control Panel, then Programs and Features. Highlight it, and click uninstall. If you need DVD player software, I recommend the free VLC.
I imagine that it's trying to uninstall the older version to install the newer one, which it can't. NOTE: This is a desperate step. Delete the Cyberlink folder in C:\Program Files\; Go to Add/Remove Programs and attempt uninstall - it will say it can't uninstall, and ask you if oyu want to remove it from the program list. Click yes. Go to start->Search (or Find) and search for Cyberlink (make sure that Hidden and System files are being searched). Delete all Cyberlink files. Do the same, but with PowerDVD. Download and run CCleaner. Attempt to reinstall PowerDVD.
