You can replace the power supply in this Dell with a normal ATX power supply. Make sure the total wattage is equal to or greater than the old power supply.

Plug the power supply to desire voltage. Monetarily short the GRAY and BLACK wire in one second.

if sb +5 is ok then check one by one these component :-
check main swithing transistor for open
check diode, capesetor and 3.3 ome resitor it may be open after then check
+ 12 to +18 volt for pwm ic and ,

if votage is not missing then change pwm ic

The blinking amber on a Dell usually means 1 of 2 things. Either it is a video card which has either come unseated, or went bad [most likely in your described case] or bad or unseated RAM.
