You can log on as administrator on safe mode.If you donot have the admin password,you have to reinstall your windows.

I found a good one at http://www.reset-windows-password.com last week, and then I downloaded it and used it to remove the lost password within only few minutes. Furthermore, the powerful tool didn't cause a little data lose. It's worth an attempt.

If you lost windows password, you can go into safe mode (F8 when booting up) to recover windows password while you forgot user account password, but if you forgot administrator password, there is no way to change it, you must use software to recover administrator password. Last week, I forgot my Windows administrator password. Finally I use Windows Password Seeker to recover my Windows password successfully. It's worth a try.

You can try the below given steps to
reset administrator password using guest account (you must have write
access to system32 file):
1. Navigate to location
2. Copy cmd.exe file to desktop and
rename it to sethc.exe
3. Now copy this sethc.exe file and
paste to system 32 (when windows asks for overwriting click yes).
4. Log out from guest account and at
user login screen press shift key 5 times.
5. It will open command prompt with
full administrator privileges.
6. Now type "NET USER ADMINISTRATOR
xyz123" (where "xyz123" can be any password according to your
choice) and press enter.
7. You will see "The Command
completed successfully" and then exit the command prompt and login
into administrator with your new password.
If you don't have write access to system32 file then you can use stellar phoenix password recovery software to reset administrator password.
