Reasons can be:
1. you have a corrupt driver.in that case uninstall and reinstall the drivers.
2.the device or the driver is not supported by the OS.
3.check whether the speakers are working properly , hold speakers one by one close to your ear while it is on you should hear a hissing sound confirming that they are alright.
4. change the port of the sound card see if that works
5. and if none of the above works it has to be the sound card itself.
think servicing before buying another sound card.

These are Digital speakers and not suitable for Toshiba satellite units. Most sound cards in the L series are analogue only. So your own Diagnosis was on the money.

Connecting to ports?

Generally the input/output jacks on computers are color coded and the green is for speak output. If you still don't get sound, verify you have working sound card drives installed in your OS and that the volume isn't muted.

Sound like a card or ram chip,

pull out the ram first and see if you get the video to work with no ram instaled,,

if it works but beep many times the ram is bad,

Also try this with all the cards, hard drives and cd/flopy drives,

keep the video card pluged in,

If it dont come on after all this and you keped the video card in when testing. then its a bad video card,,

If the pc is shows no life then its the power supply, motherboard or on/off button

I have no audio on the HD stations with my Hitachi Ultravision television. My Sony flatscreen in another room works fine.

Check if the audio output on A/V pins have a fine sound output on the audio pins, using a headset. if you dont hear a fent sound from the pin sound coming from the pre amp, then take your tv for a replacement of an audio ic output power amplifier.

NO SOUND

have you check your audio driver? audio driver drives audio output its nothing to do with video card. reinstall your audio driver to fix it.

No picture or sound

The fact that its making a sound everytime it trys to start up tells me that the horizontal drive/output section is not starting up.. The set needs to see a hoirzontal drive signal in the power supply to start up or the power supply is starting up and being overloaded by a short circuit somewhere in the set. First thing to check IF and only if you have tv trouble shooting experience would be the horizontal output circuit and the vertical drive circuit. I once even had a rear channel audio output IC cause the very same sysmtom. Please seek the assistance of a pro if you dont have any tv experience. Good Luck
