Generally, This would be a sealed system problem. An inefficient compressor or low refrigerant. If you notice a build up of frost on the freezer panel it might be a defrost problem, but, I am leaning towards an inefficient compressor.

if the freezers staying cold but not the refrige section,then its the damper vent door between the freezer and refrige section thats either frozen shut or the damper door motor is bad or without power,if nothings cold as in freezer and refrigerator sections,then its the ptc overload & relay on the compressor thats bad,unplug the ptc overload & relay off the side of the compressor and obtain an exact replacement and plug in the new replacement and it will again cool
Since your freezer control is the main thermostat , and your refrig control is only a damper , lower your freezer setting and turn the refrig control mid way . This will make the refrig run less , and keep the air flow moving , throughout the complete unit . When the airflow stops , by turning down the refrig control ( closing the damper ) , all the cold air will settle in the refrig section , thereby freezing everything in the lower section .
Since the water line runs thru the freezer door , too cold in the freezer section , will cause the water in the line to freeze . I would also suggest installing a dispensor heater ( pt. # WR49X10173 ) , which would hopefully avoid water line freeze , in the future . This part comes with installation instructions .
do you see alot of frost on the rear panel of the frzer if so it has failed to defrost and repair is req or do a manual defrost until a tech can get to you if no frost sorry sounds like you have a weak tired compressor or leak of freon and being 30 yrs old it is not cost effective to repair this item....
Check the air dampers at the bottom of the fresh food section.They may have been moved to a open position. If so close them up some.
Otherwise the cold control thermostat may need to be replaced.
