You could try pressing the button on the front side twice and then swipe up the screen to get rid of it, when mine gets stuck I often do this to clear it off and it usually works for me.

If it white screen you are screwed if you do not no the Apple ID

if you can access the screen you can google check Apple ID then type the serial number to heck if it iCloud lock you can find serial number or imei number back of the iPad or in sim try if it's 3G iPad then type in and see if the iCloud is locked or not if it's not you can restore Ipad by iTunes on your computer turning the iPad off by pressing holding the power button and in-certain the charge till iTunes logo pop up on your iPad and then on your computer then restore the iPad

open the screen and go to settings check there for a screen color setting

Is the screen broken or is it just the digitiser? There are many excellent videos available which take you through the process of replacing all parts of your iPad.

However, it is not something that can be fixed easily and you need to exercise great patience in dismantling your broken iPad and replacing the damaged parts.

Make sure you have plenty of space in which to work and place all the parts of the iPad around your working area so they are easy to reach.

Plug back into your computer that you use to backUp (hopefully you have done this recently) and do a full Restore. If you have... then you won't loose any information.

Triple click the home button. Then double tap the VoiceOver off button. This should allow the device to return to normal operation. Then you can reset by pressing and holding both buttons (power and home) until it resets if you need to.

You could try to reset the iPad. Press the home button and the on / off button together and hold them till the light goes out.about 5 seconds. Then the apple logo comes back and in within one minute the starts screen should reappear.
I hope it works, because I would hate it if your grandson had to turn over his piggy bank. (Joking)

It also may make you reset the iPad. Not sure why it does that after getting any update.

You have damaged the internal video chip and/or screen. If you have purchased the iPad less then a year ago you may still have warranty coverage but Im not sure if that covers drop damage. If you purchased Apple Care you should be able to get it fixed or replaced by Apple. You can also look up the status of your apple care agreement by entering your hardware serial# here:
