Most Ham Radio outlet stores sell current frequency lists--depending on type of scanner you have (trunking, digital etc) you may be able to program not to mention doing a search mode for the scanner.

If local law enforcement is using trunking, digital transmissions, or P25 security, you'll need a scanner that offers those features. Still, there are security systems, such as DES and DVP, that you cannot "get around" with any scanner.
