I want to free up space on my 16 GB IPad. My pictures and home movie videos have taken up all my storage space. I bought a 1terabyte external hard drive. I don't mind the cost or the wires as long as

You can do that only by connecting it to a computer.
If you have an apple computer use iphoto to download the pics and videos to your computer. After that you can delete them from your ipad.

I use MPEG Streamclip for the Mac but it is available for Windows as well. You can pick it up at http://www.squared5.com/ You can convert between many formats.

There are some wireless external hard drives that can be used with the iPad.
The Kingston Wi-Drive, which costs $50 for the 16 Gigabyte, and then $30 more for every 16 gigs more. It works by you turning it on and then accessing the files on it from an app that you download on your iDevice. You can access music, movies, and other stuff. No connections or anything, it works like a WiFi connection, you connect to it from the setting on the iPad under wireless networks.
Then there is the Seagate GoFlex, which some would recommend over the Wi-Drive. But this one costs $199 and had 500 Gigabytes of storage. It works the sameway as the Kingston: no wires, runs over its wireless connection. You can actually fit up to 300 HD movies on it.

You will have to remove pictures, videos and apps that you are not using any more. You can sync the ipad to a pc or mac and save the pictures and videos you want.The icloud is tied to your apple id. go to this link ( iCloud ) and sign in with the same info you use to sign in to the app store. I filled up my 32GB iPad Air and had to delete ALL my pics, after being sure they are backed up if you want to keep them, and deleting some of my apps that I didn't use. You can delete them from iTunes when you are connected, or try it from your ipad.

There are many browsers available for download in the App Store like googles Chrome, Dolphin, Knowtilus, as well many others, some free some paid.
