try to rig the nozzle of a shop vac to the part where the bag would normally connect and run the sander simultaneously with vac for a few minutes and see if that helps

I've never had any particular problems with norton belts. All belts will require some adjustment as they wear in,however.
Try this: Put a new belt on, turn the sander upside down and rest it on the front handle. Get a good grip on the rear handle and turn it on while you use your other hand to turn the tracking adjustment. Just center the belt on the drum. I don't know what the manual tells you to do, but that's what matters, that the belt rides across the platen without hanging out loose in space or running up against the housing of the machine. If it does ride in against the housing, and you don't track it away, eventually you'll have a groove worn right through the side of the machine.
If you try this, and it still doesn't work, make sure the drums are secure and look right. Is it possible the machine was dropped and the drum bent? If so, parts will have to be replaced.
The only other cause I can imagine is that there is some kind of something jammed inside the housing that is protruding into the belt pathway that they're getting caught on, but that seems unlikely. Check anyway. Look with a flashlight.
There are better belts available than Norton, but they should work.
Some belts have an arrow on the inside of the belt indicating the direction of travel. Make sure if yours does, that you put it on that way. I try to install them so the joint will tend to ride up over the work instead of the work tending to want to tear the joint apart, but this is not always obvious, depending on the mfr.

There is a tracking adjustment knob on the side of the sander--adjust one way or the other until it tracks properly. This is something that will change by itself as the sander is being used--check periodically.

I'm assuming you're referring to the belt you're actually sanding on. For the TBS800 model the belt is a 75 x 533mm size. Try this website for a owners manual.

Is the broken cog on the motor or the drive wheel? if it's on the motor you might be able to source a replacement motor online.
It all depends on what the sander was worth to buy new and how old it is. Generally cheaper budget sanders are designed as a "Throw Away" tool where you can't get spares. Normally it's the top end 'expensive' sanders you can get the spare parts for. As this is the car and truck section of the website my advice is very basic.

It sounds like the sand paper itself is slipping. There should be an adjustment to tighten the pressure on the sand paper itself.

The belt on the sander doesn't turn. The sander has power when plugged in and the motor runs when you press the button. But the Belt and track don't turn.

Likely the gear belt that drives the drive rollaer has failed. Either it is totally gone or the teeth in a spot have been destroyed and the motor is just spinning the sprocket in the belt. The belt is about 1/2 inch wide and is covered by a belt guard.

How do I release the lock on my Craftsman belt sander to lighten the belt. It's an old Model # 315.1172

I checked Searspartsdirect.com for that model number and they listed that number, but with an extra 0 at the right end. I couldn't find a belt release lever illustrated anywhere like that on my old Craftsman belt sander. On mine, you just flipped the lever either forward or back to release and tighten the belt. (still works great) There is a spring that pushes the front roller assembly forward when the lever is operated.
