Well... this is common on newer laptops. It is due to the fact your HDD is SATA (Serial ATA) and Windows XP CD does not have the drivers needed to recognize it. The solution I use is a bit High Tech: to remaster your Windows XP CD including the drivers needed. Or, just settle to live with Vista until January, when Windows 7 will be available to the public. If you are not faint of heart, google this: nLite; with this program you can remaster your XP CD. (You need a working PC with CD-RW to actually do the job).
I don't know what OS your HP laptop is
installed with.
If it is Windows 8, Windows Password Hint,
PIN code, Microsoft account can be used to login HP laptop. After logon
successfully, change, recover or reset Windows 8 password
is available.
If it is Windows 7, Password hint or another
administrator account may help you. But if you don't have all of these, try
password reset disk. Create it before Windows 8 locked or with Windows
8 Password Recovery tool is OK.
Besides these, Chntpw USB disk also works
for Windows 7/Vista etc.
I lost my CD for my old camcorder, but when i hooked it up windows did a search for the software, and automatically downloaded it from the web. Try hooking your camera up, and see what it says!

You have 3 paths to look at and you also need to think about the need to change out Vista for XP...
Vista has gotten a bad rap on being something that does not work... it works fine... unless you have some very old program that you have to have for your job, Vista will work just fine...
Now... 1. you can install a boot manager and have both Vista and XP on your computer... 2. you can reformate you HD and install XP, you have an XP disk and code??? 3. you can run Virtual PC on Vista and install XP, still need the disk and code...
Virtual PC will allow you to fire up XP and run it as a separate program on top of Vista... and it's a free download...
Still I would look at just why you need to change... I have been running Vista since before it came out and other than a couple of programs in the beginning were a problem, everything works just great...
Very simple: download from Mustek site ONLY VPDriver.exe. Then open it and store files in a directory. Open Hardware directory on System properties, locates the unistalled item related to USB scanner, select reinstall drivers and point to the directory previous. Vista locate drivers, intall them and our scanner runs correctly with all programs (ex. OpenOffice Draw, etc). Try it ...
