Ic la76931 poblem is vertical rolling

I'm not sure what you are asking. LA76931 seems to be a TV model. What IC are you asking about?

I think whatever problem fried the first IC is still bad and not letting new one work. Check power supply voltages first.

Either bad solder connections on the vertical output IC or bad part in that circuit, IC or something else. I presume it is NOT a flat panel set but has a picture tube as no model number is listed.

Did you check if 24v supply is coming to the chip ( through a fusable 10 ohm resistor ) ?.Look for dry solder on the sync chip ( 24 pin or 40 pin IC ).

Kamal, You need to find the sawtooth waveform which is generated by the vertical oscilator. There will be a pin on the IC that should show the waveform. If it is not there, then the IC is bad. If it is there, then there is probably an amplifier stage prior to the deflection yoke that has a problem. Either way, the sawtooth wave is not getting to the deflection coil which is why it is rolling. Ther might also be a coupling capacitor which has opened up. Hope this helps.
