Read the instruction manual and then after you understand that turn it on and set it accordingly. 35% for the humiodity might be a good starting pint.

It has a refrigeration system that blows room air across the evaporator coil then across the condenser coil. The evaporate coil gets cold causing moisture to condense and eventually drip into a collection device.

cont button just means continuous run mode . the power light is lit , the full light is out . try reseating the water catch bucket a few times , most machines have a safety that wont allow the thing to operate if bucket isn't just perfect in its slot (you don't want water on your floor )

There is no water going in the container can you Tell me why this is
some reasons i can think of are

(1) operator not famliar with operation of dehumidifier , Ie controls not set properly or interlocks not made on bucket full switch , just because you hear a fan running doesnt mean it's working
(2) unit defective , or etrreemly dirty inside filters never cleaned in its lifetime
(3) operator askin machine to remove too much moisture from air than it can so now room has no excess moisture to "give up" settings less than 53% rh could cause this problem , this of course is precusor to unit works very well at first then sort of tails off days later

If it were mine, I'd take it back where you bought it and complain. They SHOULD give you a replacement that works, and they should PROBABLY demonstrate that the replacement DOES work, right there in the store.

Coil Icing at times need operators manual
When mine iced over, i took it apart and sprayed all the inside with a hose. Then I put a fan on it for a few day.( make sure the electrical is dry). Got all the dust and dirt out. Re- assembled and works great now

Just found this forum noticed your post, it is old I know, hopefully you got your unit working already.

The unit is designed to be operated at temperatures above 65°F(18°C) in normal conditions. If the dehumidifier
is operated in low temperature conditions frost can form in the evaporator coil and the unit will cycle ON/OFF
repeatedly. In this case, please check your room temperature conditions and stop the unit.
