Capacitors look fine on both the boards, no leaking or cracks.I was watching TV one day and went to switch to a video game on the hdmi port, it had issues picking up hd signals so sometimes I had to power on off until the signal was received. However this time nothing happened besides the power light flashing once about every 10 seconds.Any help is appreciated.
You cant find bad caps by just looking
Can you direct me towards some information on testing them?
From what I'm finding I need to buy a special tool to check the capacitors. Or can I use a digital multi-meter?
You do need to get a special meter, it is called an ESR meter. These can be expensive and you might not use it much. One the models that I like is the "Blue ESR meter" google that and see what you think, then if you do want to find bad caps, you need to remove the board, test all the caps, desolder the ones that are bad and replace them.
