When I plug in the charger the orange light flickers for just a second and then it's gone and there's no light anywhere. I waited for about 30 minutes and tried to turn on the DS anyway and it wouldn't even power up at all.
If the orange light just flickers its likely that the battery is not in
contact with the DS or the battery is bad. The DS should respond the same if there is no
battery in there. I had a same experience with a copy battery.
When i put the new battery in, it bent the contact pins and I thought
my DS broke. I just bend the contact back and it worked. *phew*

First of all, your DS Lite is charging both ways.....with power on and without power on. You have for almost 99% sure a blown fuse F2 on the systemboard. If you can solder you can try to replace it with a new one but be adviced, it is tricky if you don't have the skills with soldering SMD components and it can send your DS lite to the trash. So my advice is find someone that repair DS Lites or order a fuse on eBay and try it yourself.
When you first get the DS it will have a bit if charge on it but only a few hours worth. When the DS charges it usally comes up with a orange/red ish light then that goes out about a few hours later when its charged. ad if you want to chek if it is charging correcly turn the DS on whilst it is charging and the little battery simble in the top right corner should show the battery carging.
