The location of the network station maybe very far from your location, that it is out of its coverage area, if not buildings or an obstruction to a signal is the cause.

You're right - the fact that the phone will perform emergency calling means that the cell
phone is operable as a phone - but the phone thinks that its a phone without a EIN, since
its not reading its SIM card.
Its therefore, not registering into you cellular provider's network as you (your EIN), but as
a "generic" phone - which are given access to cellular networks for just one function - 911 calls.

Lost signal

check is to make sure you are NOT using "IEEE 802.1x authentication for this network."

You can find at setting under "Wireless Network Connection Properties" and then under "Authentication" tab of your network properties.

This particular authentication method is periodically logging you off the network and re-authenticating.

Check the adapter in device manager to make sure that windows is not shutting the adapter down to save power.

Cordless phones and wireless ethernet cards use overlapping frequencies. As a test, you can unplug the AC cords from all the cordless phones in the area and see if it helps.

Try going to the usb and the wireless adapter in device manager, properties. And make sure that the computer does not shut them off to save power.
Please let me know how you make out.
