SOURCE: start up problem
It sounds like your Hard Drive may have went bad, My dell C640 did the exact same thing, I was able to get it to work a couple of times by taking it out and shaking it a little its kinda hit and miss if you can get it to work that way, But if you can save all your files to a storage device right away so you don't loose it all, and thats if you can even get it to fire up for you. I am almost positive thats the problem. You can get a new one from the manufacture or off ebay. Hope that solves you problem, The reason it won't boot off the install disk is the hard drive is not working anymore, Alright take care If you need help finding or how to write me back

I have the same model and had the same problem. Fortunately there is a simple fix - unplug all your USB devices (mouses, printers etc). It should now boot!
Assuming that fixed it, it was trying to boot from a USB drive for some unknown reason. I think it was due to the latest windows XP update. Wierd. Hit F12 next time you reboot and make sure it is booting from hard disk first.

Is the PC actually doing to sleep or is the display just amber with the fan and power light on the PC still running?
Do you have multiple video cards or multiple ports?
You may have the monitor plugged into the non-default port on your video card or the wrong card. Try plugging the monitor into another port as the PC should use all outputs when booting but then define a default display once the driver is loaded. Also take a look at the default video display in your BIOS settings. Depending on what your setup is you should be able to choose between (onboard, PCI, AGP)

This is one of my favourite and very easy to answer questions.
The CMOS battery is dead OR if the computer has been moved or anyone has been inside then double check that the CMOS clear jumper is in the correct position AND that the battery is seated correctly.
If the jumper is correct and the battery is seated then remove the battery and take it to almost any radio shack, The source or goo watch shop or even walmart for a replacement
TAKE NOTE OF THE POLARITY when removing it

The BIOS information is typically found at or near the top of the POST screen
ALR PC non / PCI = CTRL+ALT+ESC
AMD advanced micro devices=BIOS = DEL
Award BIOS = DEL
Dtk Datatech Enterprises Co. BIOS = ESC
Phoenix BIOS = CTRL+ALT+S
Phoenix BIOS = CTRL+ALT+INS
Restart your computer
during the boot process you will see on the screen to press a certain key usually delete or F2 to enter setup
this will differ depending on which bios you have
Press and hold that key during the boot up process to enter BIOS
if you have changed any of the BIOS settings by mistake
you can load failsafe or optimised defaults using the arrow keys you can after you make any changes in BIOS press Esc then press the F10 button save to cmos to restart
