I really wouldn't bother with dialup anymore, you can get a broadband package for the same money.

if you must use dial up, to install a modem,   you can use an external modem which means you don't have to open your pc(invalidating any warranty).

if you really want an internal Modem you can get a PCI modem which can be easily be installed into a free PCI slot,

If your board has an AMR/CNR slot (a small slot specifically designed for modems/network cards) you can buy a modem for that slot (which does not use one of your PCI slots)

Ive tried the dell website and down loaded bios update for my optiplex gx150.iget the update but when i try to install it the computer wont let me...anyone kow why?
Try right clicking the file you downloaded (if it's a .exe ) and choose Run As ... Administrator.

Let me know if that works, otherwise we'll have to get a bit creative.

Pci simple communications controller not found
That would mean you need a modem driver installed for that PC, or your modem is bad. Now this is refering to a dialup modem not a broadband modem.Goto Dell website and under support you can enter your PC moodel number and download the Communication Modem Driver. I have provided you a direct link below:

If this doesn't help, seek out a repair shop and get a new modem installed.

Boot problem with Dell Optiplex GX150
To reinstall Xp from the CD you need to press F2 and go into the BIOS then select the boot order configuration and make the CD the first boot device and the hard disk the second boot device.
After installing XP, if you wish you can go back into the BIOS and change the boot order to boot from the hard disk first.
