It could be your using your email password instead of your Apple password. They could be different. If you have a computer, go to iCloud.com on the internet and try to sign in the email address and password you use for your Apple ID. If it doesn't work, your password or Apple I'd is incorrect. You might try and select forgot password on the iCloud screen and correct it.

not sure if this will help you out.
On your Mac
Go to Apple menu > System Preferences, then click iCloud.
Choose Account Details.
If you're asked to enter your Apple ID password, click "Forgot Apple ID or password" and follow the onscreen instructions. You can skip the final steps below.
Reset iPad to factory settings: go to "settings", at the bottom of screen click on "Reset." You will have to re- initialize the iPad as a new device with a new "Apple I.D.

The Apple ID is different from the iPad password, and is handled through iCloud. You may want to pursue this in Apple's help web site:
