I WOULD LIKE TO KNOW IF I CAN DELETE ALL THE CONTACTS IN MY BLOCKED LIST PERMANENTLY FROM MY DEVICE

Many users may think that they can easily erase the files by going to Contacts>select the wanted contacts>Delete. But this means would only delete the data from the Contacts App and others still are able to recover them without any hassle.
To permanently remove Samsung contacts, you can ask Android Data Eraser for help. With it, you can quickly delete all your personal contacts list from Samsung Galaxy or other Android devices like HTC, LG, Huawei, etc. completely yet permanently. After using it to erase Android data, all the deleted files won't be able to be restored by any tool so you have no need to worry about the information disclosure anymore.
Step 1. Download and install the program in your computer. Connect your phone to the computer by using a USB cable and launch the application. Then install the MobileGo connector on your device as asked.
Step 2. Select the Erase All Data mode to delete and overwrite all existing and deleted contacts on your phone permanently.
Step 3. When you get a new window, simply type "delete" on the box to confirm and then click on the Erase Now button to initiate the process. Wait for the process to run to completion and keep the phone connected during the process. Once the process is complete, no deleted contacts or messages can recovered.

I would assume you are using an android samsung device.
Depending on device steps may differ.

Open Contacts, find the contact you blocked and touch it to select it, then press Menu and More, then tap Remove from Reject List
Then...
Press Home button, open Applications, go to Settings, then Call, then Call Rejection, open Auto Rejection List, find number blocked and touch it and hold until menu pops up, touch Delete then OK. Press Home button.

Number is no longer blocked

FROM MENU... GO INTO CONTACTS TO YOUR REJECT OR BLOCKED LIST AND UNDER OPTIONS SELECT ADD BACK.OR REMOVE.

4. Even after signing up for the "Don't Call List" and getting that unpublished number there are still those times when the telemarketer finds a way to get through. You can also get unwanted calls from ex-boyfriends and ex-girlfriends'. These people have your number from your previous relationship. You don't want to change your number, but a few over-zealous ex-mates may not go down without a fight and will continue to call after you have told them to stop! In this case, you'll need a call blocking device. These devices allow you to control who calls you, and gives you the ability to permanently block their numbers. 5. Set up an account with "Reverse Phone Detective" service in order to find out the Unknown numbers that appear on your caller display. This will allow you to see who and where the number is coming from. Check the resource link "Reverse Phone Detective" below.

Don't rely on your cell phone provider to block unwanted calls for you. For some inexplicable reason, most carriers do not provide you with the ability to block unwanted callers.

My best bet is to go with the google voice number(you can do a lot of things besides blocking unwanted numbers and its free) ..

However, there is a FREE app for Windows Mobile users that own a Pocket PC, Smart phone or Moto Q. The program works well. (I use it myself) It's called, Call Firewall.

Call Firewall basically rejects any or all unwanted calls.

Features & Options:

a. Accept all calls, or
b. Accept call from My Contacts only - accepts calls from contacts only, others are rejected
c. Reject all calls, or
d. White List - accepts calls only from the white listed nos
e. Black List - accepts all call except from the black listed nos
f. Black List Pattern - any no STARTING from the black list pattern list is rejected.
for example if you enter "123", so all nos STARTING from "123" will be rejected
this is a very nice option with which you can block nos from any particular network, country, city , area or whatever you can think of.

Finally there is also an option to reply with an SMS.

IMP:
1. To Delete Black list/White list Nos TAP & HOLD the stylus for a few seconds to get the options.
2. Auto start - Create a shortcut to Callfirewall.exe with 'startup' as parameter (without the '') and copy to windows/startup/
3. Please uninstall previous versions before installing ver 1.3
4. Also Delete Callfirewall.xml from the Root folder. Previous versions Callfirewall.xml will not work with version 1.3.
5. The XML file for 1.3 and 1.4 are compatible.

ISSUES :
1. One Ring Delay in Rejecting Calls.
2. Ongoing call -> Blocked Caller Calls -> Existing Call is Hung Up.
3. Problems with some Radio ROMS where the caller identification is delayed by Windows by a couple of seconds

go to menu, then select settings icon. Scroll to call settings(option 7). Select all calls. go to auto block(option 2). select off, then highlight word Block. Press the OK button on phone to bring up list of numbers that are blocked. highlight the number to unblock, press option and select delete. this will unblock the number and allow them to call you again.

hmm..

go to the reject list then delete him, or disable the reject status for the specific number

Usually to permanently unblock the number, you need to contact your phone service provider and ask them to unblock your number. You can then block it per call if wanted by dialing *67 before dialing the number.
