I know you can that you can change this by simply hooking up a scan tool for specific year. There are language options accessible for situations like this. Here is a sample of what can be changed using VAG 5052 or equivalent scanners.

The tire circumference is beeing adapted in "mm".

First press the SAT button at the top left hand side of the remote and release. Now try changing channels. If this did not work press the menu button twice on the receiver. It will usually be behind a pop open door on the right of the receiver. I f your receiver does not have these buttons you can access the system info screen by pressing the power button on the receiver while holding down the arrow left or right key.
Once you have come to the SYSTEM INFO SCREEN press and hold the SAT button on the top left side of the remote until all lights across the top light up. Then key in a two digit number e.g. 01-16 and press the #key. then press the record button and the remote address for the location you are trying to control should change to the number you keyed in. If this is the second location tv that was giving you issues exit out of all the screens on the receiver location tv and go to the other location and try the remote. If it is the tv where the receiver is located then you should now be able to use the remote to maneuver the yellow cursor across the screen. If you need furtherassistance please let me know. Sorry but you're going to have to be a bit more specific than that.. What kind of Tv is it, what model number, is it the original remote, do you have an otherwise good pic and sound, do functions (vol, ch, power) on the Tv work???
It really sounds like the child lock has been activated. This uaually blocks the keys on the TV, but the remote should work.
If your remote doesn't work either, make sure the batteries work.
If your remote for the TV can operate other apliances such as a VCR or DVD player, make sure it is in TV mode. If there are any buttons marked TV, VCR, DVD you could try pressing the TV button to set it in TV mode. If the To has a text-tv function there might be more than one button marked TV; one for setting TV mode as posed to DVD operating mode, and one for getting TV picture back when viewing text pages.
