Check your owners manual for where the fuse/relay block locations and there is usually a diagram that will tell you which relay is for what function. There are usually a fuse block under the hood and one inside the vehicle somewhere.
The fuel pump relay is located in the fuse panel under the hood of the vehicle in the engine compartment on the left side. Below is a picture of the fuse/relay layout. I marked the relay for you but you may also want to check fuses 1 through 4 as they all have to do with the relay. Hope this helps....
I had the same problem with my 98 discovery ..on mine the stering is on the left side ....on the right side under the glove box on the harnes wire there is a smal blue thing 1/2 x 11/2 inch box ( HJ1 splicer) power from the fuse is going in there and jumps with the wire from coil, fuel pump relay and the computer. In my car that jumper was not making contact ..after i shorted all 4 wires the car just started up.
