the charger must be tested, if it not giving the out put voltage, you have to change it, check the connecting point for possible loose contact or corrosion inside the jack.,clean it.
How do you know the battery is actually "fine"? Did you put a meter on it or have you tried another battery? The battery can show to be charged but not working if it's gone bad.
Also, try removing the battery for at least 60 minutes, check and clean the contacts on the battery and in the camera, then install the battery and see if it will start. Sometimes removing the battery for some time will reset the camera.
