There are a number of reasons why you may be encountering this type of message. If the problem isn't with your firewall try this.

1. Open IE and on the menu: Tools -> Internet Options
Hit the Connections tab, then hit the LAN Settings button and UNCHECK
"Use a proxy server for your LAN", then OK both windows.
refresh the browser and both Chrome & IE should work.

2. Allow Google Chrome in your antivirus and firewall settings.

Hope this helps. Sharing is caring.

I followed this guide and 1st step worked for me. For me the only step which worked was clearing the WLAN profile. You can do so in windows operating system bu following the steps provided below:

1. Open CMD with administrative rights.
2. Check all your wlan profiles by using this command: netsh wlan show profiles
3. Now finally delete them individually by using the command : netsh wlan delete profile name=name of profile.

Replace name of profile with the profile name shown in your command prompt screen.

This error comes in case of firewall protection provided by other software like: NVIDIA Firewall protection. To get rid of this error just follow these steps:
1) First set Internet Explorer as your default Browser. You can do this by going into Internet Explorer's Internet Options then click on Programs tab & then click on Make Default button.
2) Now open NVIDIA firewall summary and then click on View the Current Firewall then click on Firewall then Advanced Configuration and then Application.
3) Now find Chrome.exe by scrolling down the list.
4) Open chrome.exe by double clicking on it and change the status from Deny to Allow.

I hope the error will be resolved, if you follow all steps defined above.
