HI My phone wasn't making any connections when I placed a call. It acted like it was placing a call but there were none of the confirmatory beeps. I powered down thinnking it would help. but now can't power up..

assuming that none of your keys are stuck, unplug your power supply connections for a couple of minutes and reconnect. It could be a problem with the ram. Always make sure that you have surge protection for your pc. A power outage can permanently damage the hardware in your computer.
The grinder cover has a white pin as a part of the cover that acts as a go between for the plastic molded post on the cover and a contact switch in the unit. Without the cover in place the molded post is not long enough to reach the contact switch and "tell" the machine it's o.k. to brew. It will beep incesssantly and do nothing. Get a replacement cover, or jury rig something to act as a replacement for the grinder cover pin. You can manually push in the switch to get it to stop beeping, but it will spring back out as soon as you release it.
Make sure every piece is in place. Usually the culprit behind the beeping is an out of place or damaged Grind Basket Lid - if it is in its proper place and you still get beeping even after unplugging the machine, then I would suspect that it is damaged - call Cuisinart for a replacement lid.
The constant beeping means that something is out of place - make sure the charcoal water filter holder is in place, even if there are no filters inside. Make sure the grind chamber and all parts are in place. Make sure the filter basket is in place, and that the door is closed. Finally, make sure the lid of the coffee maker tiself is shut and that the lid of the craffe is firmly in place. If everything is in place, it should stop beeping. Turn the coffeemaker off, and then on after all of this is done.
once you dial the number you fax will automatically start sending the the Fax signal which sounds like short beeps. This is done so the receivers phone (when answered) will recognized the beeps and switch to fax receive mode. If you are getting the recording that you mentioned above, that means the number you dialed was not successful in making the connection. Once you dial the number you should hear the phone ringing followed by some churping noises when the other end answers the call... then other churping and gargle like sounds initially as the fax proceeds.
