I'm having the same exact problem. I bought a Toshiba L2200U 50 inch and it works great with cable, but the DVD player only works in black and white. I've tried different DVD players and cables, but still no luck. Did you find a solution?
Black Screen with White bar is when Windows Vista loading. So it seems there is maybe problem with Windows. When your Toshiba is starting up - try press F12 to enter Bios, to check if everything is OK. If you have Vista on CD/DVD - you can try press "C" on keyboard when Toshiba start, to boot from CD/DVD and start to repair your OS, or reinstall it completely. check your scart connection, make sure its plugged in ok (silly i know but they do come loose and cause this kind of problem), also check in your video output menu that its set right, i.e. r.g.b, composite, pal, ntsc
It is not clear whether one DVD or all DVDs play in black and white. If it is only one make sure that the format of the DVD is correct. If it is all DVDs, given that the VHS tape and cable play with color, there could be a problem with the chroma circuit in the unit. This is probably something that a technician would need to diagnose. Good luck.
