well in some of my friends' computers the device appears in it's entirety and is normal etc. In my home computer thought, it appears, and I can load music onto it, but any music that i already have stored on it, I can't access. There a files there but they have an unknown program and are full of more folders and/or unknown programs.

You can try changing the settings. In Settings--->USB select MSC... not auto.. IN that case it will be detected as a storage device and whatever you put in that mode in your device will be detected in all other systems...

Sansa c250 emty music folder

Your problem is probably a matter of the different storage methods the player uses. Songs transferred via MTP (google it if it doesnt make sense) usually dont show up in the music folder, and the same goes the other way around for songs transferred to the player as a regular usb storage device.

ive had this same problemo. you cant use the media converter to drag and drop songs. you have to download your songs or rip them onto windows media player. you plug in the sansa and then when its recognized there will be an area on the right hand side where you drag the songs and they appear on sansa.

Cant arrange songs according to my way

I used ID3-TagIT to change the album name of my songs to the name of the folder on my Sansa c250 that I want to put the songs in. Open your Sansa in My Computer, double click on Internal Memory and open the music folder. Add a new folder and name it whatever you put in for the album name of your songs. Highlight all your songs and drag and drop them into your folder. Don't use media player to sync or they end up all mixed up in different folders.
