It will fill normally, and kick on but makes a loud noise. It drains fine but the agitator will not move or go into the wash cycle, rinse cycle or spin cycle.

Something could be stuck inside of your washing machines drain or the hose could be needing to replaced or the hose could be kinked or twisted or have holes in it. Or the wires are either broken or loose in the water valve or the washing machines wiring harness and have to be replaced.
with it empty need to look at the bottom of the unit and see if the pulley and belt setup is bad.. my sisters un it broke the pulley and hers is newer..seems they dont make them to last anymore..
the entire agitator is not moving during the wash??? or just the top section that looks like a big plastic corkscrew??? or is the unit actually just filling with water, making the motor running noises and going thru the motions of running a cycle yet not actually moving anything within the unit, then draining out as normal?? if just the top section of the agitator is free spinning instead of ratcheting as normal you'll need to replace the agitator dogs if present. if however the units just filling and draining of water with no inner movement then more likely the drive coupling is bad and needs replacement.. hope this helps, best of luck, ttfn
Noise comes when some part of the moving part is getting collided or getting stuck somewhere. Try cleaning the wash cycle and the rinse drum. It is the only cause of noise. Thank you, Sir to visit Fixya.
is it possible that the washer was overloaded? if so the agitator has little plastic "gears" that move the agitator one way only, they could have made the sound.
you can also check under the washer to see if anything (like a coat-hanger or something) is interfering with moving parts of the washer
