How to download a cd from a portable device into mac

Do you mean "how to burn files from a portable device to the mac" instead? You will need burning software like Nero or other software that is compatible with your mac. The process includes copying the files from the portable device to your mac hard drive then use burning software to burn the files to a dvd or cd disk. I don't know about mac but with a pc, you simple drag and drop the files from the portable device to your hard drive using Windows Explorer.

Can NO LONGER BURN Video Files To My DVD's

Sounds like a DVD drive issue to me since the same thing happens in more than one program. Luckily desktop DVD-burners are quite inexpensive, since you should replace the drive completely with a brand new one. It's the fact that it THINKS it burned correctly that is the nail in the coffin.

I want to burn photos onto a CD. The box I have

You can burn any type of file on a dvd-rw disc. However your cd burner must be dvd-rw not cd-rw. To verify your device open my computer (on most pc's) you will see drive c (your hard drive) and drive d which is your cd rom it should say dvd-rw.
You may also need dvd burning software for more information about this click here http://www.microsoft.com/windowsxp/using/moviemaker/expert/jones_02november25.mspx

Playing movies from external hard drive

Both methods will work, but you will tend to have more control on the quality of the saved video if you "rip" the DVD yourself.  There are several methods to rip a DVD.  One, you can use the program SUPER, which is free, to rip to a single file.  Otherwise you will have to use several programs.  The second method is to use DVD Decrypter to rip the dvd. Then use VOB2MPG to combine the separate VOB files.  Finally, use SUPER to compress the DVD video to your liking.  In order to use your external hard drive to display to your TV, you have 2 choices.  One, move your computer to your living room and buy an aftermarket video card to output to the TV.  Two, buy a cheap computer which can run video w/o lagging and install an aftermarket video card to output to the TV.  I hope this helps in your DVD video adventures.
