What error message are you getting that is not letting you DL MSN Messenger? Try this link below! It should work. Under Windows Live Messenger , right click on download, and open in a new window, and proceed with the install steps....
your cam has to be setup on msn as well After you start Windows Live Messenger, expand the view by clicking on the square on top left next to the red X. Then on the Windows Live messenger window on the right side, click on “ “Show Menus.” And then click on “Show the Menu Bar”. Next go to the Menu Bar on right side, click on Action. Go to “TOOLS” and click “Audio and Video Setting and follow the instructions.

This is sometimes caused by the cache left on Internet Explorer. If your internet's working fine, then follow these steps. Close MSN Messenger Open Internet Explorer. Set it to work offline (File > Work Offline) Close Internet Explorer and reopen it. Now set it to work online (File > Work Offline). Open Command Prompt (Start > Run > type "cmd" and hit enter) Type "ipconfig /flushdns". You should recieve a message that your DNS has been successfully flushed. You should now be able to connect to MSN Messenger. Open MSN and see if the problem is fixed.
You might try removing any firewalls that might be installed such as Norton. I have seen Norton, as well as other firewalls, get corrupted and cause problems like this. If that is the case, try starting Windows in safe mode with networking and see if you still have the problem. If not, it is a firewall issue.
